On March 10, 2001, Dan Walters, the Sacramento columnist, revealed in the Press-Enterprise newspaper that only about 8% of California's high school students each year actually receive a four-year college degree. There are many reasons for this low figure but the main point is that many high school students are not prepared or motivated to obtain a higher education. In fact, too many students enter high school ill-prepared for even this level.
